Cell Phone Use and Accidents

During the past several years, many studies have been conducted observing the effects of cell phone use, both hands-free and hand-held, on driving. In both cases, cell phone use while driving has been shown to be a dangerous and often deadly combination. Distraction can occur in three ways: visual, physical, and mental. Drivers using cell phones experience visual distraction when their eyes are taken off the road to dial, read a text, or answer a call. When a driver's hand is taken off the wheel to answer a call or dial a number, a physical distraction occurs. A mental distraction occurs when a driver pays more attention to the cell phone than the road. Any form of cell phone distraction can lead to a serious auto accident. Hand-held cell phone use while driving is illegal in many states, including Connecticut, but it is still permitted in Rhode Island.

Texting While Driving Accidents

Texting while driving has become a focus of controversy in the last few years, with many states banning this practice, including Rhode Island. Texting while driving can be incredibly dangerous, resulting in erratic operation of motor vehicles and leading to devastating crashes that frequently result in severe injuries and/or death.

Texting causes all three forms of cognitive distractions - visual (looking at the phone and not the road while typing), physical (using hands to type), and mental (focusing on texting rather than on driving). When combined, these distractions can and frequently do lead to accidents.

Rhode Island Cell Phone Driving Laws

Rhode Island has promulgated several cell phone use laws in order to discourage and penalize distracted driving, and limit resultant accidents, injuries, and deaths. Unlike other states that only permit drivers to use hands-free devices, Rhode Island does not have a ban on hand-held use of cell phones while driving. However, texting while driving is completely banned. In addition, drivers younger than 18 years old and school bus drivers are banned from all cell phone use while operating vehicles in Rhode Island.
